Chirac Threatens Nuclear Response

Since France has been largely passive with regard to global terrorism, this comes unexpectedly.

ILE LONGUE MILITARY BASE, France - President Jacques Chirac warned on Thursday that France reserves the right to a nuclear response against any state that launches a "terrorist" attack against it.

"Leaders of any state that uses terrorist means against us, as well as any that may be envisaging in one way or another using weapons of mass destruction, must understand that they would be exposing themselves to a firm and appropriate response on our behalf," he said.
Correct me if I'm wrong, but the only possible state he could be referring to has to be Iran.
