Weapons Found in Car at U.S.-Canada Border

(Blaine, Washington) The erratic behavior of a traveler prompted Canadian officials to search his car at a border crossing. Weapons and a suspected bomb were found.

The firearms a 9 mm handgun, two shotguns and a rifle were found in a car that had just passed through the Peace Arch border crossing at about 9:30 p.m., Royal Canadian Mounted Police said in a statement.

RCMP initially said a device found in the car's engine compartment was an improvised explosive device but later said it was not a bomb after an explosives team examined it.

The device "had some wires protruding from it and was suspicious in nature," according to a statement signed by RCMP Cpl. Roger Morrow.
The border was closed for about two and one-half hours. According to Cpl. Morrow, the man appeared to be mentally ill and no criminal charges are planned.

Okay, I've got a question. Which jurisdiction allows mentally ill people to have weapons? It's my understanding that mental illness disqualifies a person from buying or owning a weapon.
