Police Are Too White To Stop Terror

According to this report, police officers in the UK are considered too white to be effective in stopping terrorists. Radical reform is being pondered to allow for positive discrimination in hiring and promoting ethnic minorities and women, which is currently illegal.

This is the first time I've seen affirmative action defined as discrimination. They call it 'positive discrimination,' but, nonetheless, it's discrimination.
