Murderer of Beslan Threatens More Attacks

According to this report, after Russian President Putin announced there would be no negotiations with Chechen rebels,
Chechen warlord Shamil Basayev claimed responsibility on Friday for the Russian school siege in which more than 320 hostages were killed, half of them children, and threatened further attacks by any means he saw fit.
The terrorist scum, who heads up armed units of the Riyadus-Salikhin group, emphasized that there would be continued attacks in the future in the campaign for an independent Chechnya.
"We are not bound by any circumstances, or to anybody, and we will continue to fight as is convenient and advantageous to us, and by our rules," he said in an unrepentant statement published on a rebel Web site.
It was also confirmed that his group was responsible for the downing of two Russian airliners last month and two other Moscow bomb attacks.

So, taking as hostages and shooting school children in the back are considered "convenient and advantageous" tactics according to his rules. My assessment would be that overwhelming force is more than justified to kill Shamil Basayev and his lieutenants. I'd personally recommend a slow and extremely painful execution.
