Russia, Spain Sign Anti-Terrorism Agreement

(Madrid) Russian President Putin visited Spain and signed an anti-terrorism cooperation agreement with King Juan Carlos and Prime Minister Jose Luis Rodriguez Zapatero.

The two countries agreed to establish an international fund to help terror victims and share information about potential terrorists. They urged to maintain the role of the United Nations in fighting terrorism with multilateral efforts.
Excuse me for being somewhat uninformed on the subject, but what role has the UN had in fighting terrorism? I'm unclear on this.
