(Richmond, Virginia) This seems odd.
Virginia state lawmakers have passed a bill that would require any adult who French kisses a child younger than 13 to register as a sex offender.While believing that tongue-kissing of children is a form of sexual assault, I question the need for a specific law. Is French-kissing of children occurring with wide-ranging frequency? If so, I haven't read those specific reports.
The measure would make tongue-kissing a child a criminal misdemeanor punishable by up to a year in jail and a $2,500 fine.
I'd guess that enforcement of the law would be in association with some other offense unless there are adult-child kissing sessions to be monitored by French-kissing police.
From another perspective, isn't it interesting that a former President of the United States argued that oral sex is not sex, an idea that has unfortunately resonated with youngsters, and now Virginia lawmakers are arguing that French-kissing is sex, and illegal sex if done with a child?
All the while, some people wonder why kids are confused.
