Congressman Proposes Legalizing Marijuana

(Washington, D.C.) Flanked by members of the National Organization for Reform of Marijuana Laws (NORML) and the Drug Policy Alliance, Rep. Barney Frank (D-Mass.) announced his proposed legislation for legalizing marijuana.
H.R.5843, the Personal Use of Marijuana by Responsible Adults Act of 2008, would exempt possession of up to 100 grams of marijuana from federal prosecution.
Counsel for NORML, Keith Stroup, said there is hope the bill "will eventually lead to the legalization of marijuana in the United States, in any quantity."

The bill would remove the threat of arrest for possession or nonprofit transfer of marijuana. So, the law not only legalizes the possession of marijuana but also the distribution of the drug. Correct me if I'm mistaken, but isn't drug distribution, for profit or otherwise, called dealing?
