Sleepless in Mexico

What's it say about the effectiveness of law enforcement when the head of the state police needs to reside in a safe house in a foreign country? I would suggest it means that law enforcement is merely a mirage in his own jurisdiction?
Saul Hernandez, director of the [Mexican] Chihuahua state police, now resides in El Paso, Texas, since the last several weeks and crosses the border on a daily basis to carry out his duties. All this for “reasons of security.”
Across the Rio Grande from El Paso, Ciudad Juarez last week recorded its 1,000th homicide for 2008.
