V-Sign in the Operating Room

(UK) A controversy was ignited when a picture of an operating room nurse was posted on Facebook. For some reason that escapes me, people were outraged because the nurse was giving a V-sign.

The National Health Service has issued an apology, removed the offensive picture and launched an investigation.

Okay, readers, help me out. What am I missing here? I'm not offended and I don't understand why anyone else would be.
