Protect the Doggers

(UK) British police officers have received a Hate Crime Guidance Manual which mandates that illegal outdoor sex participants, called doggers, must be protected from abuse and taunts to limit suffering from post-traumatic stress.

The illegal sex, involving primarily homosexual men, occurs in parks and other open areas, and quite often in public toilets.

According to the manual, arrest is mandated for anyone who abuses or taunts doggers while they are in public spaces and actively engaged in sex, sometimes euphemistically called hiding the kielbasa or pocketing the pepperoni.
Although it notes that outdoor sex can have an ‘impact on the quality of life of people using these locations for leisure pursuits’ - for example dog walkers and tourists - the rights of those cottaging, cruising or dogging must be taken into account by officers.

It states that even though ‘outdoor sex is unlawful’, people who take part in it still have rights which protect them from becoming victims of hate crime.

The manual, issued by the Association of Chief Police Officers of Scotland last week, states that people who take part in open-air sex are ‘more susceptible to hate crime’ and can suffer ‘post traumatic stress and depression’ if they are abused, Police Review revealed.
In a nutshell, the police are instructed to generally ignore illegal public sex while quickly acting to apprehend anyone who abuses or taunts the participants.
