Proposed GOP Debate Question

My impression of government is that the law-making process is very slow and nothing gets done. Congressmen, what I call the "Permanent Political Class," often times use the legislative process simply to raise funds for their campaign coffers and their committee seats. What would you do to try to change the process so that smart bill writing, timely review and discussion, and real law-making takes place in Washington?
