INDONESIAN LEGALESE NOT USER-FRIENDLY

(Jakarta, Indonesia) At the 8th Indonesian Language Congress, noted legal expert Harkristuti Harkrisnowo suggested that long sentences and foreign terms be avoided in legal documents to make legal language easy to understand for ordinary people. Harkristuti Harkrisnowo, from the University of Indonesia, also stated that legal language can only be understood by lawyers and it has been separated from the Indonesian language.

Long sentences, foreign terms. I agree, but I don't think it's exclusively an Indonesian attribute. Legalese in any language is difficult to understand and I don't think it will change. I do have to mention that if Harkristuti Harkrisnowo's name appears more than once in a legal document, it could be part of the problem.
