Candidate Clark Proposes $70 Billion for Childhood Education

(Rochester, NH) Retired General Wesley Clark, the presidential candidate who has voiced 100% support for every side of every argument, promises to spend $70 billion on early childhood development if elected. His promise piggybacks nicely on former Governor Dean's proposal to similarly spend $110 billion. One has to wonder if they compared notes.
"Gov. Dean welcomes General Clark to the discussion on early childhood development," said Dean spokesman Matthew Gardner.
Or, could this agreement be a precursor to Dean-Clark being paired on the ballot for the 2004 election?
