Homeless in San Jose Outnumber San Francisco

After the title of this post, the only thing worth knowing in the report is this quote from Mayor Ron Gonzales.

"We're going to continue to do everything we can, but the fact of the matter is that San Jose stands out in the region as a leader in providing homeless programs."

So, more services to the homeless draws more homeless to San Jose. Why is anyone surprised?
