[Y]ouths, ages 15 to 17 1/2 , are working with the state's 13 Regional Prevention Centers in "It's Everybody's Business," a program that rewards clerks with a $5 gift certificate if they ask for an ID or refuse a sale. Those willing to violate the law are reminded of it. Either way, the store gets a letter describing the clerk's actions.I imagine $5 doesn't go very far in a state-sponsored gift program. Maybe the gift certificate can be used to help pay for a parking ticket.
It's far more interesting that there's a sense of apathy toward violations of the law. Instead of consequences for breaking the law, violators will be reminded not to do so. Very neighborly, don't you think?
