Overcrowding in California prisons has reached the point where Gov. Schwarzenegger has proposed a plan which sends convicts to other states. On Friday, he said the state would pursue agreements with locales that have empty penitentiary space such as Louisiana, Texas, Michigan and Indiana.

Gov. Arnold Schwarzenegger has released a plan to ease overcrowding at California prisons that proposes to contract with other states to house 5,000 jailed illegal immigrants.Since the convicts are illegally in the U.S., wouldn't it be feasible to contract with a foreign country to house them? Logically, it wouldn't be dramatically different from other forms of outsourcing. I'd recommend Morocco, Turkey or France.
There are other provisions in Gov. Schwarzenegger's proposal, however, that may cause considerable heartburn.
The plan also calls for the implementation of water-conservation measures such as limiting the number of times inmates can flush toilets and scaling back drinking water allotments.I believe the ACLU and others would most likely scream "Torture!"
