Secret plan to send Harry to fight Taliban

Army chiefs are planning to deploy Prince Harry quietly to Afghanistan in an attempt to deter him from quitting the army.

I'm guessing that the plan is considered secret because they haven't told Harry, yet. Telling everyone else apparently doesn't count.
