(Trenton, New Jersey) A 20-year-old local woman, Shaylin B. Phelps, was arrested for shoplifting, but only after attempting to avoid being handcuffed, losing her shirt and running down the street. Phelps "twisted" out of her clothing as three officers tried to take her into custody.
After a brief foot chase, Phelps was caught on North Warren Street. She was handcuffed and "advised to stay face down to cover for being topless. Internal affairs detectives (then) arrived at the scene and provided the suspect with a sweater to cover her body," police said.I'm not sure but it seems that it took five police officers to handle a shoplifting case. Nobody should ever accuse the Trenton Police Department of being unresponsive. Even minor offenses receive the department's full attention.
Police said Phelps was charged with shoplifting and resisting arrest, along with an outstanding court warrant.
