Mexican Prison Corruption

(Rio Grande Valley) Mexican law enforcers must have the lowest possible morale. Not only are they regularly murdered but even if they succeed in capturing the bad guys, incidents like the following occur.
Seventeen inmates escaped out the front door from the prison at Reynosa, Tamaulipas ( across the Rio Grande from McAllen, TX) before dawn Thursday. They were reportedly assisted by four prison guards including the shift leader at the time. The seventeen and the four are all unaccounted for.
I suspect the Mexican authorities are past the point of being able to clean their own house.
