(Beijing, China) After China announced a 15 percent increase in military expenditures for 2009, a call was issued for a crackdown on graft and extravagance.

Heh, forget the graft. If the Chinese are expanding the military by 15 percent per year, it will double in five years. Now, just what are the Chinese planning to do with a massively expanded military?
