Subject: Job-Saving Administration

The President directs the entire staff to place immediate priority on the creation of a Job-Saving Administration (JSA) encompassing the following elements:

1) Formation of a Cabinet position to head the JSA, reporting directly to the President,

2) Outline of JSA organization to include a minimum of 54 satellite offices (50 states plus Guam, Puerto Rico, Virgin Islands and American Samoa) directed by the JSA headquarters in Washington

(Note: each satellite office may need to create additional satellite-satellite offices for larger geographical regions),

3) Plans for immediate staffing of the JSA satellite offices will be prepared, requiring a minimum of seven workers plus management in each,

4) A description of the general responsibilities of the JSA team, including:

- Canvassing designated areas for jobs saved derived through interviews with cognizant individuals,

- Compiling a list displaying total numbers of jobs saved in designated areas,

- Preparing reports of numbers of jobs saved for weekly transmittal to the White House Chief of Staff for forwarding to JSA headquarters.

5) Submittal of the draft JSA creation plan to the White House Chief of Staff is required by Friday.

Parallel submittals shall also be provided to the Speaker of the House of Representatives, the Vice President and the Senate Majority Leader for information and heads-up early notification for the earmark program.
