Urine Wardens

(Ennis, Ireland) A local town councilor has proposed the formation of pee police to counter the proliferation of inebriated people urinating around town. According to Councilor Paul O'Shea, two urine wardens should be empowered to issue on-the-spot fines to people caught relieving themselves in public.
However, other councilors in the town argue that becoming a urine warden may not be the safest career choice.

"If our traffic wardens are getting spat at during the day in carrying out their duty, I believe any urine warden would be in a lot of danger at 3am," said Councilor Frankie Nealon.
The problem of public urination prompted one shop owner to install an electric device to shock people taking a whiz on his storefront.

Regarding the sign, it's not clear what the message is.
