 Justice Kennedy Wants Laws Changed

This article out of the San Francisco Chronicle reports on a speech given to the American Bar Association by US Supreme Court Justice Anthony Kennedy sounding more like a politician running for office than a judge.

Could someone please tell me if this is in his job description? I thought his job was to rule on existing law, not campaign to create new law. Although he's been described as a conservative, his statements sound liberal to me.
