Partial-Birth Abortion

(San Francisco, California) U.S. District Court Judge Phyllis Hamilton declared the ban on partial-birth abortions unconstitutional because it endangered women's health and violated the right to abortion.

San Francisco? Isn't that where laws are overturned using preprinted forms, most of the time? Other times, the laws are just ignored.
