(Dallas, Texas) In order to create a reader-friendly environment, the Dallas Public Library has instituted a code of conduct which bans offensive and distracting behavior. Critics say the rules unfairly target homeless people. Worth mentioning is the following comment by homeless advocate James Waghorne.
[T]he city does not provide facilities for some of the library's neediest patrons to keep shower-fresh.Jeez! It seems that there is some expectation that the city should provide free shower facilities.
