City Considers Laws for Homeless

(Tulare, California) Under review by the Tulare city government are proposed laws for the homeless. According to the City of Tulare website, the City Manager will conduct:
Review of three proposed ordinances amending the City Code by adding chapters regarding regulation of shopping carts, regulation of squatter camps, and regulation of unwarranted solicitation, and set March 21, 2006 as public hearing date.
The ordinances would allow the city to forcefully remove vagrants from public and private property and allow for their arrests and the imposition of fines for repeat offenders.

In previous times, homeless people were arrested for vagrancy (Yes, it used to be a crime) and booted out of town. I think some jurisdictions are getting fed up with the presence of bums and are trending towards re-establishing proven methods of handling vagrants.
