Turnpike Officials Drop Lawsuit Against Dead People

(New Brunswick, New Jersey) This is what happens when your government is a mindless bureaucracy.
Four people died and four were injured when a truck loaded with bricks rear-ended a car last year, triggering a chain reaction crash in Teaneck.

Turnpike officials were seeking $10,000 for damage to the roadway, but they had the lawsuit dismissed, saying they don't target people involved in fatal accidents.
I wonder why the turnpike officials would sue the people who were victims in the accident. They didn't cause the fatal mishap. Why should they be liable?
