Reader Help Needed

Dear Readers,

Do any of you have familiarity with the pictured device? It was photographed by Megan Wallent in a hotel bathroom in France and a number of people are flummoxed regarding its purpose.


It is bolted to the floor and apparently has no moving parts as it sits next to the toilet.
