(Mexico City) Background and security tests administered to 56,000 Mexican policemen have resulted in a 49 percent failure rate nationwide. In Tijuana and Baja California, the failure rate is 89 percent.
The tests - which involved lie detectors, drug tests, pyscohological (sic) profiling and tests of personal wealth, among other measures - were intended to root out corrupt, incompetent and unfit officers.To a certain extent, these results explain why Mexico appears to be trending toward a complete breakdown of law and order.
