Chinese Human Pipeline Goes Through Ecuador

(Lima, Peru) Fourteen Chinese nationals with phony Japanese passports were arrested during raids by Peruvian Police last week at two Lima-area locations. According to police, the Chinese intended to travel to the U.S. on Japanese passports.
A “great quantity” of documents was seized at the first locale: Chinese and Japanese passports, immigration seals from other countries, computers, a modern printer, photographs of oriental persons and Peruvian I.D. cards issued to aliens who reside permanently in that country.

The whole operation was being run by a Chinese, now a naturalized Peruvian, called variously Cheng Ying Wi and also Jen Gui Zheng.
The phony documents reportedly cost each person $10,000.

To assess potential threats, it surely would be helpful if there were some information provided about the Chinese individuals. Right now, it's not known whether they are spies, criminals, computer experts or dry cleaners.

Nonetheless, the smuggling operation indicates substantial funding and sophistication. A reasonable assumption is that there are other similar operations.
