I suspect this episode was preplanned.

A customer at a Flagler County bank, unhappy that he could not buy a money order, urinated in a drive-in bank tube, and the liquid spilled in the lap of the next customer, the Sheriff's Office said.

It seems that a disgruntled customer could put virtually anything that fit into the bank drive-in tube which leads me to think that this incident is merely a harbinger of things to come.
