City of Toledo to Start Surveillance Business

(Toledo, Ohio) The Toledo City Council has received a submittal by Chief Michael Navarre to allocate $50,000 to buy and install surveillance cameras in high-risk businesses. The cameras would be owned and controlled by the city and paid for from the city�s Law Enforcement Trust Fund.

This is odd. It appears that the City of Toledo is going into the private security business. There must be some legal hurdles that have to be addressed for a private business to be a department in the city government.
